Before the crisis in Ukraine, a pilot project between the EU and Russia was launched. An agreement on small border traffic and cross-border cooperation was struck between the region around the city of Olsztyn in Poland, now part of Warmia-Masuria province, and the Russian exclave of Kaliningrad.
